Kim Peoples Memorial for the MCAS Shelter Dreams Fund

To honor the memory of Kim Peoples, donations are welcome to support Kim’s initiative to build a new animal services facility and shelter for Multnomah County Animal Services. Donations in memory of Kim for the Shelter Dreams Fund can be made online at multcopets.org/donate.

Kim Peoples dedicated his life to building and maintaining things of substance. He possessed a keen mindfulness for detail, equity, impact, and purpose in everything he cared for, from the garden and koi pond at his home to the organizations and workplace cultures he oversaw.

Chief among Kim’s final work in progress was the campaign to build a new animal sheltering facility for Multnomah County Animal Services (MCAS), a division of the Department of Community Services which he directed.

The longstanding county animal shelter in Troutdale was built as a jail, and later repurposed as an animal shelter in the mid 1970s. While Multnomah County has made many improvements and modifications since that time, it appears and functions much the same as it did when it first opened.

Kim’s vision was not to quickly build a new animal shelter in the image of the old, but to think deeply about the details, equity considerations, impact, and purpose of the new facility.

MCAS and the Department of Community Services is committed to continuing this work. First, the organizational culture and services provided by Animal Services will be aligned with cutting-edge Animal Welfare Industry practices, with a focus on diversity, equity, and inclusion. The University of Wisconsin-Madison Shelter Medicine Program- widely considered a scientific and philosophical authority in animal sheltering- is now in the process of a full programmatic review of Multnomah County Animal Services to realize this first step in Kim’s plan.

Next, the material culture of the building layout will be carefully planned and crafted to humanely and efficiently serve the needs of our diverse population of people and pets.

To honor Kim’s life and legacy, and to help realize his most ambitious work in progress, Multnomah County Animal Services invites Kim’s village to donate to the Shelter Dreams Fund to build the new shelter. His family will be notified of the names of all who choose to contribute.
