A memorial mass will be held Thursday, November 3rd at 10am at St. Elizabeth’s Catholic Church, 1817 12th St, Sacramento. A celebration of life reception will be held at the parish hall following mass.


The Story

Rose Marie passed peacefully in her home surrounded by family Monday, October 10th after a brave battle with cholangiocarcinoma. She was born in Stockton, CA on August 12, 1964 to Frank and Hilda Carlos. She attended Linden High School in Linden, CA where she held student body office for 2 years, played clarinet in the band for 4 years, was the Linden Lion mascot and voted most spirited during her senior year. After graduating from Linden High, Rose Marie went on to receive her Bachelor’s degree in Economics at UC Davis.

Rose Marie worked for the Board of Equalization for over 28 years and was well-known throughout California as the preeminent Property Tax Legislative Analyst. She was valued and respected for her work at the Board and for the Legislature in this highly specialized field. She retired November 2020.

She was a voracious reader and loved volunteering at the Davis Public Library. She was an avid traveler and researcher and was always excited to share her favorite research finds (whether they be the best games, kayaks, wine clubs, bargains or Paris travel tips) with others. She was beloved for her smile, her sharp sense of humor and her ready and infectious laughter. Those who knew and loved her will miss her kindness, bubbly demeanor and zest for life.

She is survived by her loving husband of 27 years and former BOE Executive Director, Dean Kinnee, her siblings Elda Garcia, Dianne Carlos and Gary Carlos, brothers- and sisters-in-law Al Garcia, Christina Tarango, Scott & Kim Kinnee, Gordon & Vicki Kinnee, Bruce & Cindy Kinnee, Janet Kinnee, and her nieces and nephews Craig, Renee, Hailey, Francisco, Mikaila (David), Alex, Grant (Olivia), Brian & Ashley. Rose Marie also leaves aunts, uncles and cousins in the United States, Canada and the Azores.

Rose Marie, you will forever be in our hearts. We are all grateful to have known you.

In lieu of flowers, donations may be made in Rose Marie’s memory to the Friends of the Davis Public Library.
